Why would a "third-party bank that is handling the transaction" have an opportunity to dip into my tax refund? Besides, I already paid my "TurboTax fees" (the charge for buying TurboTax?), so I'm still not sure why I would be charged $40 for anything at all. If you think I'm just confused, it's because the explanation is written by t third-grader. 🙂
