In TurboTax, when you are in the Health Insurance section and say you did not have health insurance, you then need to say that you are not a US Citizen or Resident Alien. Yes, I know that you actually are a Resident Alien, but that is how to get TurboTax to get the proper code the exemption form (code "C" on Form 8965).
