Yes, you need to select your state of residence.
That must be one of the 50 US states or D.C.
Your State of Residence was chosen by you when you entered the service.
It might or might not be the same as your Home of Record.
It is the state to which you will return when you return to the US. It's also the state that you file a tax return for.
It is NOT the same as your current mailing address.
