Just edit the registry ID value.  The installer has an "error-trap" that actually looks at the registry value, if it objects then it dumps the loader.  Change the value and it works fine.  At least, it did when I had W98SE; I changed it into "XP" (got the precise entry from someone else's XP computer), and it loaded just fine.  It did choke first run, missing a file; simply went to the internet and found the file, the XP-ONLY-TURBOTAX ran fine on 98SE.  I never changed the registry back, nothing else had a problem.

 

That's why I said "arrogant"--the program WOULD have worked, but it actually read the registry and decided to deny use.  Seriously bad attitude.

 

I was fairly sure a 64-bit program wouldn't run on a 32-bit system, architecture is different than just "W98/XP".  Was hoping I was wrong.

You would think the bottom line (profit!) would matter; but there has to be some motivation for forcing people to buy new operating systems.  I'm also fed up hearing, "IT'S ABOUT SECURITY".  No it's not.

 

Makes NO BUSINESS SENSE to have a belligerent attitude, just make it "the most useful for the most people".  Profits from sales will far exceed under-table kickbacks.
