Roth IRA distribution less than contributions

I took a distribution of my Roth IRA. My understanding is that you can take a distribution of your Roth IRA contributions at any time with no penalty [link to source for this]. From that page "You can withdraw contributions you made to your Roth IRA anytime, tax- and penalty-free." I'm under 59 1/2 and I've had the account for > 5 years.

I entered my 1099-R info and it had me owing about 1/3 the amount of the distribution. I have supporting paperwork to show that I've contributed more than the distribution amount, so I believe this should not be penalized. However, I don't see anywhere on TurboTax to state that. How do I record the distribution on my tax return but also indicate that the distribution is less than my contribution amount?
