Every year after installing the application I look to see if Intuit has included themes or at least applied the user's selected Windows theme. I am legally blind and use the Windows dark high contrast mode, which works with most applications. I am also a software developer, so I know how use the Windows color settings for the controls in my applications... and do. I've been using TurboTax since the 90's and this is the first time I have posted about this although it's been an issue most of that time.
In cases like this I use an application called Negative Screen. This will turn every color on the screen into its negative value, which is better than nothing. For people like me, however, it would still be better to have the black background with with text from the high contrast mode.
I too would like to request this be added to the development list.
