@buddysmom @my issue was in 2024. See my response from last year for how I fixed the issue. Good lock, it was so frustrating.
Nick, I was finally able to get out of the stuck “review” stage with help from a live agent. The issue appeared to be that I had an error in my state filing - when I hit review it would just spin instead of actually reviewing and telling me I had an error. The way we fixed it was to first go into the state filing, hit edit and then review separately. I hope this helps.
