In the past when I've gotten stuck on a screen, I switch to Forms view. In Forms view there is usually a required field that hasn't been completed. If I look through the Form, I can usually figure out what needs to go in that field and I enter it manually. Then I go back to Step-by-Step view and the issue is resolved. I don't know why this issue sometimes happens but that's how I've resolved it.
