Had an issue with this as well. TT was not counting my Social Security as taxable, only my husband's. Turns out that there is one screen that asks whether either of us lived in a country where SS is not taxable. I inadvertently marked myself as living in one of these countries. Live and learn! Took a while to figure it out.
