sounds similar to this issue, suggest re-inputting your 1099 from scratch and see if you get the correct the state tax treatment then delete the other one.
With this other issue it seems there is some additional state setting which can get messed up under some condition, not sure what; you can see the code in desktop forms mode but who knows and I would hope you don't need to switch to desktop to resolve this. re-inputting 1099s seems to cure issues that come up especially if they were imported.
