If you are using TurboTax Desktop, go to Forms mode by clicking Forms at the top, then when the list of forms appears on the left, click Open Form, and type "filing instructions". The federal and state instructions will appear in the list to select.
For TurboTax Online:
- Open your return
- Select Tax Tools then Print Center
- Select Print, save or preview this year's return
- Check the boxes to indicate your federal and state returns
- Choose to include Government and TurboTax Worksheets
- Click on "View or Print Forms"
- Your E-Filing Instruction Sheet should be the first page
