XanderSherry - great point. I just looked at my tax year 2023 1065 from TurboTax for Business - State of North Carolina. I can see what you point out... that TT submitted 0.0000% for the value of D-403, p2: Part 2, Line B9 in the preceding year (and the return went through just fine without follow-up from the government). These facts make a strong case to just ignore the review error (verify the other form details carefully that relate to D-403, p2: Part 2, Line B9) and then just go ahead and submit the return.
