Reporting payers (such as banks) and taxpayers have different reporting requirements. Taxpayers are required to report and pay taxes on all taxable income without regard for whether or not the income is reported to the IRS by the payer. It's tax evasion to not report all taxable income and pay the applicable taxes on it.
Payers have thresholds under which they have no reporting obligation.
