You owe taxes if you didn't have enough withholdings from your W-2 throughout the year on the money that you made. If you're self-employed, you didn't pay enough estimated taxes throughout the year.

You can visit your state’s Department of Revenue to find out if you can set-up an installment agreement if you can't pay the balance due. Please review the TurboTax article How do I contact my state's Department of Revenue? for more information.
