TurboTax says to enter your Identify PIN only if you received a letter; implying that year.
The IRS only notifies you once, probably for efficiency.
So, once you receive a CP01A Notice, you are required to obtain a new ID PIN every year. (T -
You also need the ID PIN to file or refile the 2 previous years. Just use your current ID PIN.
You can the updated PIN online at irs.gov.
Also, if TurboTax reads this, you save the PIN in the previous year's file. It would be helpful if you prompt to get an updated or current one each year.
