Yes, if your donated stocks are less than 10K, you don't need an appraisal. An appraisal is needed for other items valued at over 5K.
However, if non-cash items total over 5K, you may still not be able to Efile. There have definitely been issues with Form 8283 this year, so it's ultimately up to IRS interpretation on this one.
"If you plan to donate property worth more than $5,000 ($10,000 for stock in closely-held firms), you'll need to get a formal appraisal by an appraiser who meets IRS guidelines."
When you're looking at entries in FORMS mode, right-click to either get a Magnifying Glass to take you to the source form (to make changes), or a pop-up where you can click on 'Data Source'.
