I agree that it's peculiar that the state allows 9 digits for employer ID, but allows only 8 digits on the form.
"When I filed my Ohio state taxes using the state of Ohio department of taxation web site it generated a Schedule IT WH using all nine digits." Perhaps the left hand doesn't know what the right hand is doing?
Or more likely, some one decided that they needed 9 digits, but didn't leave enough time for every other department in the state to catch up.
