If your return is showing a refund for Wisconsin, then you need to go through the Estimated Payments section in the Wisconsin return in order to find the question about applying your overpayment (refund) to the next year's estimates.
This can be found in the Other Situations section of the state return. Then, scroll down to Other Forms and click Start or Update beside Estimated Taxes for Next Year.
