I just had the same problem today, 03/01/2025. The Turbo Tax program would not file my California tax return because I did not file a W2 since I am retired as well! I filled out the federal W2 with all zeroes and that seemed to work. I have never had this problem with Turbo Tax before and I have been using it for over 10 years since retired and have never had to fill in a W2 form with a bunch of zeroes on the Federal W2 form.
