Double check if you are looking at an ESTIMATED tax voucher for 2019 (Form 1040ES for federal) instead of the payment voucher (Form 1040-V) for your return. In the PDF of your return, you would have had a payment voucher (form 1040-V) for the $1241 plus 4 quarterly estimated tax vouchers (form 1040 ES) that are more than likely the $311 each.
