There has been an issue with Filing Instructions are Not Printing, but it's been resolved; hence the instructions to close TurboTax, clear your Cache and Cookies and retry. It's interesting that you don't see the link to 'Save as PDF' as shown in the screenshot above.
It's also concerning that you can't Efile. Does the program tell you which forms you can't Efile? Here's a link to check for Federal Tax Form Availability and State Form Availability.
It makes me wonder whether there is some kind of anti-virus software blocking you.
Since we can't see your return in this forum, or know your computer/system configuration, you should Contact TurboTax Support. The techs can actually get into your computer to diagnose what's happening.
