Can I claim for OTC for my kids, who are applying for ITIN this time? If I leave the number blank, TT judges they are eligible for CTC, instead of OTC.

Can I claim for OTC for my kids, who are applying for ITIN this time? If I leave the number blank, TT judges they are eligible for CTC, instead of OTC.
My kids do not have SSN, so they are not eligible for child tax credit.
