Oregon Paid Leave contributions are not deductible, they have no bearing on your tax return.
The Checked box for "Retirement Plan" could make any CONTRIBUTIONS to an IRA not deducible.

If you did not take a deduction for contributing to an IRA, that change in the W-2 would not matter.
