I corrected a mistake where I had entered my wife's non-taxable income in two places. Once in box 12 of her W2 and once in the Misc Income/Other Income section. After correcting that in the federal section, I deleted my MN return and started from scratch. When I got to the "Marriage Credit" section it told me I do not qualify, which based the 4 criterion in your message, is accurate.
Even though I double entered her non-taxable income, I still would have expected turbotax to say we don't qualify since her taxable income was under $30K. So there still may be an issue in the software. I've e-filed so I can no longer attempt to reproduce the issue, just wanted to provide the information I have.
Additionally, when I tried resolve the issue by deleting MN form M1MA, turbotax confirmed the form had been deleted but when I went back into the list of forms to delete, it was still there. So there may also be another unrelated bug.
