You can mail in your return or you can leave your W-2 out of TurboTax and just keep it for your records. That way you can e-file. You can't e-file a tax return that contains a Form W-2 with no wages in Box 1.
Since your W-2 doesn't report income and has only IHSS in Box 12, it's ok to leave this W-2 off your tax return. It will have no effect on your tax return.
