This is the best answer as a work-around if you are sure that you received RMD's in excess of the required amounts, which is my case. As long as the program was thinking I had not received the required total amount, it was calculating a tax penalty, even once I had adjusted the total required amounts . That is a program error and should not be happening, but having a work-around gets the job done.
