I paid Philadelphia Tax and File in NJ, I paid 2K, but am only receiving a credit of 1.5K, why is the $500 not part of my refund?

Usually, when you pay more in taxes than what is due, you receive that money as a refund, however my NJ Tax refund says $0 after applying this credit, am I not filing this correctly?
