1099-G New York State

I'm working on my 2024 income tax returns (Federal and New York State).   For year 2023, I received a $389 New York State tax refund due to overpayment of estimated tax payments.

I visited the NYS Department of Finance website and entered required information.  I received the response "our records indicate you have no 1099-G amount to report for 2024 for filing purposes".

Question: Is the correct practice for me to enter "0" or "$389" for 1099-G on my Year 2024 return?  I am retired, and received no unemployment monies.  I am just wondering why no record of a 1099-G amount is showing up on the NYS Department of Finance site - assuming I have not made any errors in entering data (social security number, total payments) in the required fields.
