The method you describe lets me enter tax owed. I need to be able to enter all of my withholding in Q1 when I paid it rather than 25% in each quarter. The federal forms allow you this and the state instructions (when paper filing) indicates I can enter the tax in the quarter paid. TurboTax does not let me do that on the State form.
