He will file his federal taxes just as he always has.  All of his income goes on there.  

 

Whether or not he has to file an Oregon return depends on where the money comes from.  Just because he drives into Oregon every day and drops stuff off doesn't mean that any of his money comes from Oregon sources.  If he is paid solely by employers located in Washington and he lives in Washington then he doesn't need to file an Oregon return.

 

If some of the money that he earns comes from sources in Oregon - truck drivers often get paid by lots of companies - then he will have to file an Oregon non-resident return.  He will have to separate out what income he received from sources in Oregon and what he received from back home in Washington.  Then, he'll owe some taxes to Oregon for the money that he earned that came from Oregon.
