Update!
I just got off the phone with a supervisor at TurboTax and she verified that my return has in fact not been transmitted to the IRS. It is stuck in limbo. She can look at the account and see that it does not say an agency.
I explained to her my belief that it is a programming issue and is hung up because of the schedule A for the clean vehicle credit versus the regular schedule A and it not being available until February 20, so she filed a investigation for the programming department to look into it. She agreed that's highly possible and she's never seen something like this so she is going to help me get to the bottom of it.
she said I should have an answer in 24-48 hours.
as soon as I hear anything I will report back!
