The difference between your withholding and what's showing on your Form 2210 is excess Social Security tax. Either you or your spouse paid too much into Social Security. This usually happens because you have more than one job and your combined income is over the Social Security tax wage cap. Each employer is required to withhold tax up to the wage cap, so when you file your return you get a refund of any excess.
You can see this amount on Form 1040, Schedule 3, line 12. You don't need to override this line as this credit is correctly being treated as a withholding payment.
