Unfortunately Turbo Tax gave me no option to self-generate Form 8453. I tried searching in Turbo Tax and the only information I was getting was that the form would generate automatically if Turbo Tax deemed it necessary.
I did the manual Form 8283 from the IRS website, printed a copy of my Turbo Tax return since all the numbers were final, and sent the finalized 1040 pages and schedules, the manual Form 8283, and W-2 copies to the IRS via FedEx to meet the deadline.
