you would have to complete form 8283 manually and make sure the results are accurately reflected in your 1040.

next step is to complete form 8453 in TurboTax. you check off the box for the 8283
you can then e-file your return.
you'll need to print out the 8453 and mail it and the 8283 according to 8453 mailing instructions
the only other choice is to do your return using a different app. Don't know if the delay is on the part of Turbotax or the IRS finalizing the form
