It depends. Since you have no taxable income in your return, state taxes and medical expenses would not be deductible. Itemized deductions such as state taxes and medical expenses reduce taxable income to reduce the amount of taxes owed in your return.

 

Social Security income by itself is not taxable to you thus you have no taxable income to apply medical expenses or state taxes on the federal and state levels.
