If you already transmitted your return, you can't change that selection. In order to process the refund transfer, Turbotax had to substitute your bank information for a temporary account at a third party bank called SBT. The IRS will send your refund to SBT bank instead of your regular account. When the IRS notifies SBT bank about a pending deposit, SBT immediately makes a deposit in your account for the refund amount minus $25, resulting in a negative balance at SBT. Then the IRS sends your actual refund to SBT, which balances your account and SBT takes the fee.
The IRS will not honor phone requests to change your bank number, they will only accept a request to cancel the direct deposit and mail a check to the address you used on your tax return. Because the IRS has been given the account number at SBT instead of your real bank account number, the only way to cancel the service is to call the IRS, cancel the direct deposit, and request a check. The IRS will mail a check for the full amount, and SBT will never have your money to subtract the fee. But getting a mailed check after canceling direct deposit takes an extra 4 weeks.
