What I needed to do was download the VA supplement and then launch it from within Windows File Explorer (as you suggested). I thought I tried that before but apparently not. Thanks for the suggestion - it worked. The confusion on my pat may have been I am running Windows 11 in Parallels on my Mac. I also have my personal TT on my Mac. I've gotten it sorted out now.
