It's too late to get a tax refund for 2020 or earlier. Those refunds have been forfeited. So if your daughter would be eligible for a refund for earlier years there is no point in filing the tax returns. If she did file them, she would not get the refund.
If she owes tax for any earlier year she should file the tax return and pay the amount that she owes.
