Recompute your 2022 Federal income tax liability first without the state income tax deduction to see if you actually received a tax benefit from the entire amount of the 2022 state income tax deduction. The refund received in 2023 is only reportable as income on your 2023 Federal income tax return to the extent that you received a tax benefit from the deduction on the 2022 Federal income tax return.
