Let's break this down.
If your tax return is rejected, that means the IRS, or the state, can't match some piece of information, like a name or social security number. If you can't fix the error, then just print your return, sign it, and mail it to the IRS or the state. A mailed return will be processed and is not subject to the same kind of electronic verification as an e-filed return.
Turbotax fees are charged based on the complexity of your tax return, and include preparation and filing. E-filing is never guranteed, because that is an IRS issue. If you paid for tax services, you can mail your return, you still got what you paid for. The only time you pay extra to e-file a return is if you are using Turbotax installed on your own computer from a CD or download, and you pay to e-file a state tax return, but that fee is $25 or $30, not $15. If you paid to e-file your state return and it was rejected, you need to call customer support about your refund.
If you used Turbotax online for free in the past, and you have not used a paid version recently, you may be asked to pay for an upgrade to get access to your past year returns (2022, 2021, etc). But that fee is also not $15, so I am confused about who you paid and what you paid for. If you discover that a past return was rejected, it is too late to e-file it, so print it out, sign it, and mail it to the IRS or your state.
