Why am I required to pay my intuit fee using my debit card when I elect to pay with my refund?

I elected to pay my filing fee using my refund. I am still waiting for my refund from IRS and turbo wants to charge my bank account that cost me $29 for overdraft fee! I am still waiting for my refund!
