Yes, TurboTax Premier includes Form 1116. All editions of the CD/Download TurboTax software include all of the forms. The only difference is the amount of detail and extra help in the Step-by-Step interview.
Are you just now working on your 2022 tax return, or did you mean 2023? If your wife was living and working in France on April 15, 2024, you have an automatic 2-month extension to file your 2023 tax return. (The extension is to June 17 this year, since June 15 is a Saturday.) You do not have to file the 2-month extension in advance. You get it by including a statement with your tax return. You can prepare the statement in TurboTax and it will be included in your tax return, whether you e-file or file by mail.
