Cx doesn't have neither a state ID or license and is working on her APP on her phone.

Cx doesn't have either a State ID or Drivers License and is working on her phone in a APP,  It is not allowing her to bypass this step at all. Is there any solution for that?? She wants to finish her filing but cannot.
