I am using Free Tax USA and they don't have that error. If you prefer TurboTax, you can use the real quarter dates that the IRS uses and put the amounts into the corresponding quarters - Q1, Q2, Q3 and Q4, regardless of the dates that TTax shows specifically.
It very likely will report it in the correct quarter, even if the dates they are showing are wrong for each quarter.
This is something you can test because you could input the same data into another program that you know works (like Free Tax USA) and compare the penalties it calculates to see if they are the same as Turbo Tax. If they are, you know that just using the right quarters in TTax works. If they are different, you will probably want to contact TTax to get them to fix it.
