Odd situation should report as 1099-NEC or Other income?

I'm a public school teacher and I took a professional development class over the summer that was funded by a national science research grant. I received a stipend for my time spent in the class. It was over 600$. But I'm not self employed or an independent contractor for this university, and it's not gig work. They reported it on a 1099-NEC.

 

The instructions at the top say:

" If you are not an employee but the amount in box 1 is not self employment (SE) income ( for example, it is income from a sporadic activity or a hobby), report the amount shown in box 1 on the "other income" line (on schedule 1 (Form 1040))"

 

I'm going back and forth with this, any help would be appreciated. Thanks 🙂
