Yes, you should have been able to e-file.  There has not been a change to the rules and here is an IRS link. First, double check the social security number (SSN) for accuracy. If it is correct on the return you can try again.  If you find it was wrong and you correct it, file it again by e-file.  Any reject again and you should change to paper and put it in the mail.

The issue may be an identity flag, my advice is to print and mail your tax return with your W-2s and any document that might have any federal withholding. If it rejected for the SSN it's not likely it will go through. There have been many returns filed for deceased individuals and very few have had rejection.
