I entered all zeros for 9-digit FEIN and it accepted the 1099-INT. Alas, Review caught it. It's a Turbo Tax error, which should add an option for "No FEIN"
Oh, Review accepted 20-1111111. It might be for a real bank, but I'll deal with any possible problem later.
