Just figured out today that OUR problem is almost certainly due to our Merrill tax report having too many transactions for TurboTax to accommodate. Merrill nicely pointed to the few pages that will be entered on taxes. My suggestion for TurboTax would be a more useful error message--state that the report has too many transactions to download, or something similar, so that it doesn't appear that it is a connection problem.
