In my case, I believe the problem might be that the 1099-R I got from my bank shows Ohio Tax withheld in box 14 - but the State Distribution in box 16 is blank. The error says one possibility is "The state distribution must be greater than the tax withheld." I can change box 16 to be the amount in box 1 (Gross Distribution) but is that OK to do? The form from my bank has it blank? If I get a corrected 1099-R from them - do I need to refile my state and Federal forms as well? I do not even know how to refile the Ohio School District form? Turbo Tax offers ZERO help for me through the program - like everyone else the "Help Me Fix It" path just tells me my State Refund then back to the page showing the form was rejected.
