2022 MIch taxes $253. Instructions did not call for ES payments in 2023 As under $500. 2023 TT does not recognize previous no ES payments. Reports i have $108 penalty

Conflict between 2022 and 2023.  Cannot both be right.  If 2022 reported because tax under $500 no ES payments then in 2023 should recognize fact and not introduce a penalty
